Oh my god, I had the exact same issue when a fix-method pointed me to customizing the notification area in properties.I've performed countless reboots that don't do anything, I've restarted explorer.exe countless times, various system scans, etc. The issue also seems to make my WiFi run slower, for whatever reason.
